Why a public repair list is fairer than complaints

Today most sidewalk repairs in the ward are chosen by complaint (sample). Streets where people have time to phone the city get fixed first.
A public list changes that. Every block gets a score from the city’s own inspection, the worst are fixed first, and anyone can look up where their block stands.
It does not make repairs faster on its own. It makes the order fair and the delays visible, which is the first step to fixing them.
